The President's Council to Assess the Federal Emergency Management Agency (FEMA) released its final report last week, calling for the most sweeping restructuring of federal disaster finance in decades. The proposal is built on a parametric trigger system that borrows directly from structures global risk players have been working to expand in private markets for years.
But as practitioners in private market risk finance know well, the central issue will come down to who models the risk that pulls the trigger.
What the Report Proposes
The council's centerpiece recommendation replaces FEMA's Public Assistance program, a seven-phase reimbursement process that the report acknowledges can take decades to close out, with a new framework called RAPID Direct Funding. Key elements include:
- Federal funds flow directly to state treasuries within 30 days of a presidentially declared major disaster, sized by parametric formula rather than assessed losses
- Trigger metrics are objective and event-based: wind speed, flood depth, earthquake magnitude, or population impacted
- Federal cost share ranges from 50% to 75% of the parametric amount, with states earning the higher end through demonstrated preparedness benchmarks and financial discipline
- An illustrative example in the report walks through a Category 3 hurricane hitting Florida, generating a $300 million parametric estimate and a $225 million direct federal transfer — no project-by-project approval, no federal procurement rules, no NEPA review overhead
- All funds must be expended within eight years; underruns may be redirected to mitigation; overruns are capped at the remaining federal share
The council also proposes replacing the Hazard Mitigation Grant Program with a two-phase structure indexed to federal contribution percentages rather than assessed project costs, and streamlining Individual Assistance into a single direct-payment program capped at 15% of locally assessed home value.
Why This Matters for Private Markets
The parametric architecture matters beyond its administrative efficiency argument. As the Congressional Research Service noted in a March 2026 analysis, parametric insurance contracts have expanded in U.S. public-sector applications, including Alabama, Florida, and Texas wind policies, New York City's flood coverage, and the Los Angeles Department of Water and Power's three wildfire catastrophe bonds issued since 2020. The FEMA council's proposal would effectively normalize that architecture at the national level, creating a federal template that private markets have spent years developing for smaller-scale public entities.
The basis risk question — the structural gap between what a parametric trigger pays and what a jurisdiction actually loses — is the key technical vulnerability, and the one most relevant to how private capital might complement or extend the federal program.
The CRS report offers a concrete example: the New Orleans School District purchased parametric wind insurance for 2024, but winds from Hurricane Francine did not meet the 100 mph trigger and the policy did not pay out despite facility damage. Scaled to federal disaster finance, that kind of mismatch carries serious political and fiscal consequences.
The Cato Institute, in analysis published days before the council's final report, noted that parametric triggers are only as sound as the actuarial calibration behind them, and that triggers set too generously or politically would simply replicate existing federal spending patterns in a new format — "another instance of technocratic reform gone wrong." Cato also observed that federal disaster spending has grown from $19 billion in 2016 to $33 billion in 2025, in inflation-adjusted terms, a trajectory the parametric approach is explicitly designed to interrupt by hardening cost-share discipline at the state level.
The Federal Data Gap Is the Hidden Market Opportunity
The calibration problem points directly to a private market opening: who builds and maintains the parametric models — and who has the authority to certify that a trigger has been met? The report is silent on both questions, calling only for a working group of state representatives to establish the parametric funding model drawing on "existing data from the authoritative federal agency or organization" for each hazard type.
That language papers over a significant structural vulnerability.
Federal science infrastructure, NOAA's workforce, NWS observational networks, USGS streamgage systems, is under simultaneous pressure from budget cuts and staffing reductions. The council's parametric ambition depends on authoritative data inputs that federal budget decisions are actively degrading elsewhere.
The Center for Economic and Policy Research, in analysis based on a draft of the report published earlier this year, pointed out that parametric insurance requires up-to-date data typically sourced from third-party firms, and that those firms are "only stepping in to fill the void created by the Trump administration's cuts to federal data collection."
In other words, the question of who pulls the trigger is not merely procedural. It is a market structure question: if federal agencies can no longer serve as the impartial third-party verifiers that parametric contracts require, private data firms and catastrophe modelers become not just useful but necessary. That is where ILS-adjacent analytics providers are most naturally positioned to expand their role in what has historically been purely public-sector disaster finance.
It is also the gap that gives the National Flood Insurance Program reform section of the report its private market significance. The council explicitly recommends a voluntary take-out program to shift NFIP policies to private carriers, a centralized flood insurance marketplace, continued implementation of Risk Rating 2.0, and expanded sharing of anonymized flood loss data. Taken together, these recommendations represent a deliberate attempt to use the federal program's retreat as a market-building mechanism rather than simply a cost-cutting exercise.
Legislative Reality and Timeline
Most of the significant recommendations require congressional action.
The report acknowledges this, advocating for legislation over executive action to ensure what it calls "systemic and sustained transformation." The implementation timeline envisions two to three years for agency restructuring, with reforms phased to give states time to build fiscal and operational capacity.
That legislative dependency means the parametric federal financing architecture is a medium-term market story rather than an immediate opportunity.
The question is no longer whether parametric federal disaster finance is politically viable. The question now is who builds the models, who certifies the triggers, who prices the basis risk, and how private capital positions itself as a federal backstop is deliberatelypulled back.
Willis's Ben Fidlow on What Brokers See That Model Vendors Don't

Catastrophe modelers and reinsurance underwriters tend to think of risk from a portfolio perspective. Ben Fidlow thinks about it from a single client's chair and that difference shapes everything about how Willis approaches analytics.
Fidlow, who leads analytics and advisory at Willis, joined the Risky Science Podcast to explain why brokerage modeling is a fundamentally different discipline from what happens at a carrier or model vendor. "It's not about looking at aggregations and broader risk measures," he said. "It's really about what the risk means to the client."
That orientation drives Willis's expanded partnership with Moody's RMS. Rather than taking RMS model outputs at face value, Willis layers its own climate extrapolations on top of the vendor's current-day view — an approach the new Moody's ownership was willing to support in ways the old structure wouldn't have allowed. The reason it matters: if you can't explain every step in the risk journey, you can't make the adjustments a specific client's situation requires.
On AI, Fidlow is direct about where the real near-term value lies. It's not generative outputs — it's the conversion of unstructured client documents into structured data at scale. Willis ran 22,000 client analytics last year and expects to 10x that figure by 2027, with AI doing the data preparation work that previously required teams of people and months of effort.
He's less sanguine about federal data. NOAA workforce reductions and reduced access to government data sources create gaps that private vendors will partially fill, but the transition creates real near-term capability losses.
And looking further out, Fidlow raises a question the industry has mostly avoided: if capital markets can price risk directly, who gets disintermediated first — the insurers, the brokers, or both?
